According to the Information Technologies Department of the Ministry of Internal Affairs of Ukraine, 6% of total computer crimes were registered in 2001, 36% in 2002, 45% in 2003 and 13% for first three months of 2004. These crimes violated articles 176, 362, 363 of the Criminal Code of Ukraine.

At that, more than 25% of these crimes somehow or other were related to software copyright violation. March 2003, law enforcement brought to court a case violating article 176, part 2 (selling CDs with pirate production). The estimated damage amounted about 200,000 UAH ($37,000).

Yet this sum on a scale of a region illustrates the vim of piracy in the country. Citizens charged with such crimes are, as a rule, not related to traditional criminality and have not been prosecuted yet. The majority of them haven't reached 30 years, have higher education.
