Problems of Combating Computer Crimes and Cyber Terrorism

New opportunities offered by the Internet transformed many legal forms of activity and through cutting down terms, simplified procedures of arranging deals and reduced distance between contracting parties, while increasing attendant costs.
Almost no one controls modern computer networks. In the beginning, no one had foreseen the possibility to attack, to steal data or money through the Internet. Nowadays, information security has become one of the most crucial social tasks. Every year, law enforcement agencies reveal thousands of attempts to illegally interfere with banks, military and corporative networks. According to most experts, today this phenomenon poses greater threat to cyber security than 5 years ago.
Despite numerous efforts on the part of law enforcement and special services, the number of computer crimes is not reducing. On the contrary, their social danger is constantly growing. In today's world, the face of terrorism is changing; appearance of the so-called cyber terrorism illustrates this trend. In order to improve the situation, law enforcement is to maintain scientifically based recommendations on computer crimes and cyber terrorism counteraction as defined in the recently passed Concept of National Security of Ukraine.
Nowadays cyber terrorism poses a specific social national and international threat that requires creating a specific causal background and actions that will be aimed at combating and controlling this phenomenon.
As any other criminal activity, terrorism activities can be carried out by persons or groups of people. However, organized criminal groups, criminal communities and criminal organizations of national and transnational character are the major players in cyber terrorism.
Preventive measures and control of cyber criminality in Ukraine is a complex problem. Today laws should meet requirements made by the development of modern technologies. Cooperation among law enforcement agencies, special services and judicial system, their joint efforts and stable funding are the priority directions. None of the countries are able to prevent cyber crime on their own, therefore the international cooperation in this field is vital.
