What is "cyber-terrorism"? Cyber-terrorism is the same terrorism, which uses computers and electronic networks for terrorist attacks.
As a criminal legal phenomenon, 'terrorism' has an international impact and, according to a number of international laws, it means many international crimes. Last time its impact has been distributed to new forms and displays - cyber-terrorism or electronic terrorism. The analysis of world tendencies of electronic terrorism development allows to predict that its threat will grow every year.
"Cyberterrorism is the premeditated, politically motivated attack against information, computer systems, computer programs, and data which result in violence against noncombatant targets by sub national groups or clandestine agents."
As a criminal phenomenon, terrorism has the international effect and according to many international documents it is described as international crime. According to the expert opinion, cyber-terrorism is a serious threat, similar to nuclear, bacteriological and chemical weapons. It is still not understood and studied well. The worldwide experience in fighting against cyber-terrorism shows the vulnerability of every state. As computer-terrorism has no frontiers, cyber-terrorists threaten information systems everywhere.
Today the issue of fighting cyber-terrorism should be put among the top problems. It is necessary to work out a comprehensive approach to solvation of this problem at the international level.
