Ukrainian High School Trains Cyber Policemen
There is an objective necessity for perfection of forms, means and methods of police's activity because of aspiration of criminals (first of all organized) to strengthen the positions in information sphere. Amendments in manpower policy have become an actual question also. It is necessary to put the aim of training the employees, capable to counteract to illegal activity in sphere of information technologies.
With this purpose, Department of Training the Agents on prevention and disclosing the crimes in computer networks has been created in February, 2001 at Donetsk Institute of Internal Affairs, Ukraine.
Divisions on struggle against offences in sphere of the intellectual property and high technologies have been created in structure of State Service of Struggle Against Economic Crimes in May, 2001.
In Central administrative board of State Service of Struggle Against Economic Crimes, two departments have been created:
- A department on struggle against offences in sphere of the intellectual property
- A department on struggle against offences in sphere of high information technologies.
New departments have directed the activity on the prevention and investigation of the crimes related to encroachments on the intellectual property and sphere of high technologies.
In August, 2001 the Typical Regulations about new divisions on struggle against offences in sphere of the intellectual property and high technologies have been developed. It determines the primary goals of divisions, their functions, the right and a duty of governing body.
According to Regulations the primary goals of the divisions are:
- Struggle against offences in the market of the intellectual property, the prevention and disclosing of crimes connected to illegal manufacture, distributions and use of objects of the Copyright^;
- Revealing the facts of wrongful use of objects of a Patent Right and the Industrial Property^;
- Struggle against offences in sphere of the computer information, electronic payments and telecommunications and against the illegal circulation of radio-electronic and special means^;
- Counteraction to legalization of the incomes, extracted in the criminal way with the help of high technologies^;
- Guaranteeing the information security of citizens, their associations, juridical persons, societies, the states and protection of their rights and freedom, legitimate interests from the illegal encroachments committed with use of high technologies^;
- The organization of law-enforcements' work on struggle against offences in sphere of the intellectual property and high technologies in operatively served territory^;
- The organization of territorial divisions’ interaction with the state and departmental supervising bodies for the highest possible efficiency of crime fighting^;
- Regular current and forward branch's work planning directed on revealing offences in sphere of the intellectual property and high technologies^;
- Tracking and analyzing felonious processes in sphere of manufacture and distribution of the goods which contain objects of the intellectual property and high technologies^; forecasting of a direction of their development^;
- Revealing the reasons and the conditions, promoting offences in sphere of the intellectual property and high technologies^; acting to their elimination, the full reparation of damages, withdrawal of money and the values extracted in the criminal way^;
- developing the offers for modification in the legislative and departmental acts, promoting to exclude the defects in the legislation, interfering effective work on struggle against offences in sphere of the intellectual property and high technologies^;
- Regular training of territorial divisions' staff in a technique and tactics of documenting if the offences in the intellectual property and high technologies sphere^;
- The constant control over activity of divisions on revealing the crimes in sphere of the intellectual property and high technologies, and giving the practical aid on concrete allotted work.
So, in 2003, Donetsk High School of the Ministry of Internal Affairs will recruit students - the future experts-operatives for 4 years studying at faculty ¹ 1 - «Criminal Police». They will study a specialty "Jurisprudence" - new specialization - criminal-search activity in sphere of information technologies.
The training course provides studying the legislation regulating the specified public relations^; getting the knowledge and skills in the field of this offences prevention, revealing, fixing and disclosing^; the procedure of inquiry on affairs of this category^; and also operative support of preliminary and judicial investigation.
Graduates of new specialization will be appointed to posts of operatively - commanding structure in divisions of criminal police and will be capable to carry out the operative-search work in sphere of information technologies.
Today Training Department works on developing of the new ways and methods these crimes fighting. It cooperates with practical divisions and research institutes, including the Computer Crime Research Center (Zaporozhye, Ukraine, director V.Golubev).
