This is a clear statement about how safe we are when trusting in politics to solve our problems. The hacker was a hacker for as long as working against companies. They denounced his actions, because they were affecting their profits.
As long as the company hired his brain, there is nobody to denounce, but many to suffer. Nevertheless, the company is making its profit, and so the things go. The company gets the benefit of the hacker's actions, they make the profit to win money to pay politicians which make the laws to protect the benefits of companies against hackers. Then they catch the hacker to convince he must work for the company to be at safe...
A Catch-22 condition. Might it be the hacker's "condition-al"?
