I just would like to impart my view and partly make reminders to all internet users regarding the said scam. I was not until I know that this is also operational in the Philippines. The modus operandi of the scam requires winners (after being informed of) to wire money to secure affidavit from the paying countries in order that the winning money be legally transferred to the legitimate winners, as alleged. The next thing they would require is a transfer charges if you prefer your winning prized to transfer to your nominated bank account. The third thing they would require is a commission charges.
Beware if all the above has come already to your knowledge, you are certified been fooled by this scammers.

I too received a letter last week stating I won 315,8010.00 Euros.
This letter came from INTERNATIONAL LOTTO COMMISSION c/- Guzman El Bueno,137. 28003 Madrid Spain TEL:0034663-332-231.
The agent is Don Torres Garcia. Tel: 0034-653-032-872. Fax: 0034-692-535=521. Email: [email protected].
A long with this letter came a Release Order Form. I had filled the form out thinking it was for real,but the thing was I didnt give my right bank account. I had E-mailed the form through and received a phone call from a Mr Don Garcia saying he had received my Release form. He wanted to make sure that all the details were correct encluding the Bank swift code, after confirming all this he would get started on processing on releasing my winnings and ring me the next day. On Monday 28th August 2006 at about 8pm NZ time I received another call from a Don Garcia stating everything is fine and ready to be transferred to my account tomorrow, at this stage I was over the moon thinking it was true, he also said that there were three certificate which were to be sent to my home address confirming my winning and how much I had won.
I was still fine until he said I had to send him $2970-20 before they could release the winnings.
All my Dreams for my family had disappeared because of this one person. My friends did say it could be a scam but how could someone get my name and address.
I really hope you do catch these people as its unfair to put peoples hopes up.

I wish the police will find who ever these scammers are that taking over computers. Lottery scammers are the biggest there is, and email scams. You have people using the internet everyday, giving out their credit cards and banking information. Some wedsites may not be all that safe like they say. If you get an email saying you won something don't answer it because 9 times out of 10 it's a spam mail or a scammer who want your money.
